If you know where the file is located and you then delete it, the program will have to rewrite the file again the next time it is run. The program is then meant to stop working. This counter keeps track of how many times you have run the program until it reaches the maximum number coded in the program. The Tifareth shareware programs create a file somewhere on your computer the first time they run and use this file to store a counter. So it is technically not a hacking tool because it's primary function is to do what any bum on the street could do with a few mouse clicks anyway.
